The only limit on 4k streaming content is the content provider. I have watched 4k content on YouTube, but there is not much to watch yet. As to accessing 4k via antenna, no. No common TV models in the USA at this time have an ATSC3 tuner, only ATSC1 tuners. 4k can not be transmitted on ATSC1 signal. ATSC1 tuners are not upgradeable to ATSC3, but I expect external turners that plug into an HDMI 2 or greater port to be produced, not unlike cable boxes in design. That being said, ads for 4k antenna are pure marketing, RTF signals have not changed since the big bang. All the ATSC3 signals will be in the UHF band, as current ATSC1 are. So a UHF antenna made in the 1950s will work as well as one of the same size made today will.
