• It can be, if you do not install the bag the debris will all go into the tank, and you will have to empty the tank. If you use the bag then the debris will go into the bag and just throw bag away.

• When using the vacuum to pick up water you don't need a bag. It does use a bag to pick up dirt and dust, but you don't need it
