No, there is no fee other than the data you buy. For example, if you want to, you can pay $35 for 15GB of data, and you can keep using the data, until you use up 15GB, or until one month goes by: whichever comes first. Then, you can wait as many months as you want to buy data again. If you don't need to use the hotspot every month, you can just wait until you really need it. There is also the "Auto Refill" option, which will charge you $35 automatically, once every month, and then you can always have available data. But Auto Refill is an only an option, and is not required.
