Unfortunately, no the device requires a mobile device data connection (signal from a T-mobile cell tower). When in the ocean away from land these signals are not present thats why your cell phone won't work either. The cruise ship uses a satellite connection to send and receive digital data and can provide it for its passengers at a premium.
