Hi Em, well based on my usage, it shouldn't, blink back and forth, once you connect it, the red light must stay solid all the way till full battery charge, once it has reached 100%, it should turn into a solid blue light, letting you know that it has reached full charge. I haven't seen it blink the way you describe it. Hope this helps you with your question.

No, you don't need to turn them on in order to charge it. Mine will blink back and forth between red and blue for a couple of seconds, then the light will blink blue.
