“I have "dish anywhere" that utilizes sling media and use it in Mexico. But there is so much buffering and finally it gives an error code message and quits. Would a sling box be any better or is it my internet connection in Mexico?”

No, the Sling media box would give you the same problems as it is most likely your internet connection.
