Yes it is full of CO2. But please use caution, and make certain that the canister you pick up has some weight to it, and that the top of the canister has a cap with a safety sealed lid. There have been two occasions when I have picked up a CO2 canister and what they have accidentally given me are empty returns that other users have returned to the store during the exchange process. Just make sure it has a sealed plastic cap on the top.
