I had a similar issue with cable although not as severe as what appears to be your problem. What I did to resolve the issue was: 1) get an HDMI cable capable of carrying the 4K signal (older ones cannot),and 2) synch the cable box and my Marantz AVR (my video flows though HDMI from cable box to AVR to TV), so that they all had the same video resolution settings. My cable box was originally set for 780p and had to switch to full 4K, and similarly with my AVR. Lastly, I set the Picture adjustments on the 900F so that Picture Mode was on "Cinema Pro" , Motion Flow was on "Custom", and Cinemotion was on "High". This elevated my issues with picture quality. I don't know if this will help you but good luck. Make sure your Dish box is capable of providing the correct signal and you have the correct HDMI cable.
