• No it does not, just a fast internet connection. Don't position the player where there's to much interference between it and your router.

• Your TV doesn't have to be a Smart TV in order to connect a streaming Smart device to it via HDMI. The streaming Smart device needs an active network connection, either by hard wire Ethernet or by a robust Wifi signal. I hope this helps.
