“I had bought this speaker and I recently was made aware of a charging device that I don’t have and never did. I didn’t know there was one . What is it? How do I get one? And would this allow me to move speaker without an electrical outlet?”

It should have an internal battery. The battery charges when plugged in. Just unplug it and it should run on battery mode. There isn't anything extra besides the included power cord to charge it.
