Yes you can use them with loud noises around you.

You could and they would work somewhat but not as good as a pair of Bose headphones.

I don't see why not, although the noise cancelling function only goes so far. In a fairly loud car, I can still hear engine noise, so in a more noisy environment, you might not notice the reduction you want.
