After tediously refreshing this page for 3 days, I finally had success. Some tips: the “coming soon” button seems to become “preorder” a handful of times each day, at random times. It seems usually about every 1.5 to 3 hours. Upon clicking “preorder” you’re put in a line. It seems priority is given to whomever gets in line first (obviously). Usually you remain in line for about 30 seconds. Next, it will ask you to login (yes, even if you’re already logged in), and send a verification code to your phone. It’s very important to do this step as quickly as possible, because it seems you’re still technically “in line”, so whoever acts quickest, gets priority. I had numerous attempts where immediately after doing the login & phone verification, it said the item sold out. If you act quickly enough, it will put the item in your cart and provide 10 minutes to check out. VERY IMPORTANT: do not change the in-store pickup option. I tried switching to the ship option and it wouldn’t let me checkout, or switch back to in-store pickup. So that ended up being a wasted opportunity. I learned my lesson and kept in-store selected the next time, and checkout went smoothly. Good luck to everyone and hope this helps clarify things for you!

They are very limited and pre-orders go fast, but keep watching their website as they may have more to offer as they may be offering thier allocation from Bethesda in "waves" or Bethesda may be able to offer them more copies for pre-order, but its all random as to when they show available for pre-order. If you add it to your cart, then you want to check out fast and those who pre-order should (keyword: "should") have thier copy on 9/1 which is five days before the full release.
