Yes, the center does slide out, to be reversed so that your camera is underneath the tripod

With the tripod set to its lowest height, the distance from the floor to the top of base plate is about 14 inches. In this state, the legs are virtually parallel to the floor, and the center piece is almost all the way up. If the legs are angled at the next position (there are 3 different positions), then you're able to have the center piece all the way down, and then the distance from floor to base plate is about 15 1/4 inches.
