In theory, yes. The head can be swiveled to point the camera straight down. However, this is a lightweight tripod and hanging a heavy camera and lens off-center from the central post will likely cause it to tip over. It has an accessory hook under the center post and you can hang something heavy off of that to offset the weight of the camera, but I'd still be wary of it tipping.

Yes it can. To improve stability, there is a hook at the bottom of the center post to which you can attach a weight.
