Hi Jim. Yes, it certainly can. You will need an internet connection if you wish to view remotely on your phone, but if this isn’t important to you then you can use it as a local closed system without the need for an internet connection. You would just view it on a monitor that you’d connect to the NVR box. A mouse and HDMI cable are included to help with local viewing. -SD, Swann Team
