• IF THE 14 YEAR OLD IS RESPONSIBLE AND ABIDES BY THE STATE LAWS IT SHOULD BE FINE. 5' 4" IS A GREAT HEIGHT FOR THIS MOPED.

• This scooter is recommended for adults. Teenagers should be fine if local law has no restrictions, so this should be treated as a class 2 ebike. Height of 5'4 should work as it works fine for me as 5'4.
