The left side is the rear brake which is also a drum brake. Typically most of the stopping is done with the front brake which is a disc brake. You can adjust the left brake where the linkage is at the rear drum. I caution against adjusting too much as this may lock up the rear wheel in certain braking instances and cause the scooter to fishtail.
