We recommend asking your local DMV, as although there are state regulations, some smaller towns and cities may have additional municipal regulations in addition to state regulations. Hope this helps. But there is a clause for limited speed, since the moped does about what a motor enabled electric bike can do, 19.8mph. You should be ok not registering it, as long as you ride it on cycle paths and abiding by the same rules. Hope this helps!
