• I'm using it in a tablet, and just activated T-Mo's "free data for life" plan. It's only for tablets, but you have no monthly fee for 200 megabytes per 30 days. If you need more, you can buy a daily, weekly, or monthly pass. The SIM also works on traditional plans.

• You can use the SIM card when you're upgrading your phone, and just use your current T-Mobile account. There's no additional charge beyond your current plan. For new activations with T-Mobile, you're paying for the calling and/or data plan that you sign up for. I believe T-Mobile also has prepaid plans where there are no monthly fees.
