• It would, as long as your Samsung Galaxy 3 is a GSM phone (T-Mobile or AT&T-compatible). If your phone is an AT&T phone, you might have to get an unlock code from AT&T, if it's not already unlocked.

• I think it will only work on an unlocked cell phone. I had a galaxy 3 but was purchased through Virgin Mobil. The SIM card would not work on that phone.
