“Can you use the camera on the mini2 when it in the case”

The case I purchased is clear on the back so yes you can take pictures with it. Not sure if you buy a colored case if it would allow you to take pictures

Yes, I am able to take a picture with the case, but the mini2 camera isn't very good. I'm not sure if it's because of the case or the IPad itself.

As long as the mini2 case is compatible with your mini2, meaning it got the necessary holes at the back fitted to the mini2, it will take great pictures and videos as well. Always use it for my mini2 to take pics, videos and even scan, including scanning my checks, saves me trips to the bank to deposit just one check!
