• It is not but I purchased a water proofing spray and it has worked so far.

• Yes I would say it is waterproof and yes it could also hold a large planner book.

• The case is indeed waterproof, and per your second question there is 100% ample enough space to accommodate both a laptop and a book or two. Well depending on how big the book is I would like add lol Cheers
