• "Activate Today" means you'll get that price if you sign up for phone service while you're purchasing the phone. If you chose to activate later, you'll see the price without service, which is what you're looking for to send it to your mom.

• "Activate" means that you would need to sign up with a wireless service from like T-Mobile, AT&T, Verizon, etc. This is an unlocked phone that you can buy without any wireless service and add the wireless service as you would like. You do have to make sure the wireless service that you sign up is compatible with the phone.
