If you sign in with your previously created Roku account, all of your previously downloaded apps will download on the TV. The Spectrum TV streaming channel is one of the thousands of streaming channels offered through the Roku Channel Store. You can also visit www.roku.com/whats-on to see other streaming channels Roku offers. Hope this helps! Thank you, TCL Customer Support

ROKU is built into this TV, and it comes with a ROKU remote, you don't need an extra device for ROKU. I don't know about the Spectrum App...
