“Can other apps be downloaded on this tv from Google or the app store separate from the pre-installed apps?”

• There is a Google Play Store on this TV. Of course, it's the same Play Store as your phone because so much more stuff for phone these days. But it should have thousands of apps (as indicated in the product description), many more than Roku, Samsung, LG, etc.
