“My YouTube TV circles when I start the TV and can't connect. Every other app works fine. My older TCL TV does not have this issue. Why is the Apple TV app not available on this TV? It is available for download on my older TV.”

You need to refresh your device by taking out the power cord for 5 min shutting down your television which enables the settings to go back to factory status. This should allow your YouTube and all other apps to play on your android tv once again.

However you can connect an external device such as a firestick and get the desired apps you want. However note that because Youu Tube comes free with the television you cannot use YouTube from an external device such as a firestick.
