“My tv only has input arc HDMI ports. Can I use a splitter from Roku to 1.the TV and to 2. the soundbar and if so should my splitter have any basic requirements besides video and audio?”

An HDMI ARC port on a TV will always be an input. You just run an HDMI cable from that ARC input to the input on the sound bar and it will work.
