• I got my discount when I purchased this game...$47.99 +tax. All new games should be discounted with GCU.

• I was recently at Best Buy to ask the same question, the associate said that it was most likely due to the Black Friday sales going on, which is when the 20% discount doesn't apply. It's most likely not discounting because of the "extra's" you get in the Explorer edition. I'd recommend buying the normal game, you'll get the 20% off that (verified in-store when I was inquiring).
