It's because of the new verification system put into place by Best Buy. Ideally, it was to help prevent scalpers and bots, but it backfired bigtime. Now, hardly anyone is able to secure a pre-order for the ToTK CE unless a major restock happens. Of course, there are a few occasional people that manage to secure one through the "micro-drops" but most of the time it ends up being a "false alarm."
