Hey there!

So what you're actually seeing is the MSI RTX 4090 Gaming Trio in the picture. Typically when it comes to gaming pre-builds that generalize what series GPU is in it, it means that they are going to put whatever RTX 4090 they can get their hands on in the machines. It is most definitely the luck of the draw.

This PC has an MSI GPU.  The RGB is controlled using MSI's Mystic RGB software.
