“Does this work on a pc for Steam games, or do you have to have an Xbox account?”

Yes this works on PC, with any games that support a racing wheel.

I don’t have Steam, but it’s compatible with PC and Xbox, so I don’t see any reason why it wouldn’t work with Steam
