Tile is best reserved for tracking down misplaced items such as keys or your wallet. Though, when your Tile is outside of your device's Bluetooth range, you can utilize the Tile Network: https://bit.ly/3ypN26K. Once a Tile is marked as lost within the app, any person who comes within range of your Tile with the app running will anonymously send you an updated location. Happy to help!

Yes as long as other Tile users are nearby the car it will ping it's location.

Not in the way that a GPS tracker does. Considering that this is a Bluetooth type of device, it relies on other users having the app on their phone for it to "Track" a vehicle
