Yes, when you activate, it automatically enables a phone number. So $6 right at the start.

No you do not pay anything when activating, the $6 is covered by the $30 bill credit, so as long as you don't go over on talk/text/data you can pay absolutely nothing for at least 1 month of service (which thus far is pretty darn good!).
