Yes, only with a new account. I have an account with 13 lines on it, but when I spoke with ting over the phone, they said that the credit could only be used with a new account. They said that after the the credit was used up, I could merge the line back into my old existing ting account.

No....Ting uses post monthly billing when you sign up/are a member/= They credit $30 to your account, remember that credit is tied to the SIM card...go to chat on ting.com/help I bought the card at BB for about $9 so its a good deal, considering how cheap Ting plans can be. Hope this helps....
