• Yes, it has fan only, fan with cooling, or heat with no fan settings. One of the reasons I bought one, was because it actual cools, unlike most of the market that only have fans without any cooling.

• Neither. It appears to use the Peltier effect for cooling and heating. Cooling also has the fan run, and there’s a fan only mode.
