• Yes you can hook up cable box and you do not need an echo device for this tv to work. The remote will be your echo device.

• I assume your cable box has a HDMI output connector which you can use to connect to the TV w/ your 4K cable. The remote is independent of the Echo. The 4K HDMI cable is necessary if you are going to receive 4K programming. Otherwise you can use a regular HDMI cable.
