“Can you sync up an Echo Dot to use as a Bluetooth speaker? How? When I go to the Display & Sounds section of settings, I see a Bluetooth Audio Sync section but nothing shows up there as a way to get it to pair with anything.”

Please refer to the online user manual which you can find at WWW.Toshiba.com. Once on the site you will need to enter your TV model number to access the manual.The manual is in the form of a downloadable PDF.
