“How do you program a Toshiba Smart TV remote control to Operate a Dishnetwork receiver? Can not find anywhere how to or even if you can. Just recently bought this TV on line from Best Buy. Not very good steps on how to program etc TV. Thank you”

You cannot program the included TV remote to control other devices. Try the Power On feature, when enabled, your TV turns on displaying the last used input: go Home > Settings > Display & Sounds > Power On and select Last Input.
