You could try to use this Alexa command "Tune to channel 5.1".

Unfortunately that does not exist, and you will need to use two remotes. They do make a couple universal remotes that can do both. Unfortunately the fire remotes don't pair to cable boxes. If its just antenna and not an actual box, it should work with the up/down button.
