• Yes, You can format it for any OS. If it didn't recognize the USB 3.0 in the USB 2.0 you may need to install the driver (easy install).

• If your PC has a USB port, it will work on Vista. Works on my wife's with no problem at all. You don't have the speed of 3.0. But, it will work.
