I placed a call to Toshiba support an they stated this model does not support external video over the usb Type-C port. So for however much you trust their answer. This does coincide with my own experience and trying to connect a usb Type C to hdmi adapter to an external monitor. I also tried a usb Type - C to display port adapter and that did not work either. Although there is a message when I attempt this that says, try improving the USB connection. Display port connection might not work. Try using a different cable. So it seems like something(maybe the OS) is detecting that a monitor is being connected, but perhaps it's not the cable issue but the fact that there is not video signal being sent out over it.

I own a Nexus 6P which has a USB C port and have been able to successfully charge normal (no rapid charging) and also transfer data. The laptop also supports a Sleep Charging mode which allows you to charge a device while in sleep mode or closing the lid (depends on your power settings) . Making the Laptop act as an extra backup battery for your devices while not in use. ***Keep in mind, if you own an Android Marshmallow (6.0) phone with a USB C port, and want to transfer files, you have to switch from Charging mode to Transfer mode via your notifications tray. As for external monitor support, I only know that there are USB Type C adapters for monitor support, but have not been able to test this out myself.
