Yep Mach, that's how I use it. On my wifi with no plan. You don't need to get one to get the phone at all. There's a free app called helium mobile that offers 3gb of data per month too. You can check some YouTube videos out about it.

Yes, you can. In fact you can also use it as phone by connecting it via WiFi Hotspot on your main phone. Then activate WiFi calls in the settings(maybe already is by default) in this second phone and you are good to go.
