• if by non-docsis router you mean not cable based, yes. Mine connected to an AT&T gigabit BGW210 modem without any issues. Their documentation mentions no limitation concerning the inbound protocols.

• TP-Link does not sell any Docsis modems or Gateways in the US. The Deco XE75 Pro is just a Mesh Router system and will require an ISP and a compatible modem or ONT to that ISP service.
