The short answer is most likely yes. I believe this would be an illegal activity in all fifty states. Of course, that wouldn't stop a lot of people from trying. I think both houses, would have to be in close proximity to each other. If someone were to do this, I'm sure there are far better cameras and eavesdropping devices available.
