The smart plug is designed to connect to your existing WiFi network and provide smart automation features for a connected home appliance. You will need an existing Internet service to provide Internet connectivity to the smart plug.
I'm not sure what you mean by "release". It does require wifi network so that it can communicate with the app on your phone or tablet which is a free download.
