The plug needs to be plugged in to a standard indoor outlet for both to power the WiFi in the plug and to provide power to the device that is being controlled.

You have to plug it in to a outlet for it to work.

This is a plug so yes it needs to be plugged in. It will then become the on/off switch for that outlet. Remember, what ever gets plugged into the plug needs to be left turned on. The wi-fi plug now becomes the switch. You will need the Kasa app.
