Yes, it will work if your phone is off. The schedule is stored on the plug. Even if the plug loses Wi-Fi/Internet connectivity, the schedule will persist. However, if the Wi-Fi/Internet connection remains lost and the smart plug itself loses power (e.g., a power outage), it will no longer be able to keep track of local time when power is restored, unless it is reconnected to the Internet.

If the modem is off you can still physically click them on and off. But for the schedules I believe it must be on. As for the phone being off, I use mine with an Apple HomePod mini and if I’m not home or out of service they work as scheduled. If you don’t use it with a HomeKit like I do, I’m not sure what the app does.
