No. No official app from Kasa exists on the window store. There appears to be at least one that says it works with Kasa devices. However it is not the Kasa app and does not appear to be affiliated with TP Link. I would steer away from any apps like that. From what I can tell as a Mac user there are no web interfaces or Mac or Windows apps at this point. You will have to use iOS or android devices to access your camera or smart plugs etc. via the official app.
