There is a feature called Privacy Mode. Turn it on and all recordings stop. To do this, click on the camera you want to disable, in the upper right click the settings button. It looks like a hexagon with a circle inside it. Then scroll down and turn on the feature.

Yes, Tapo Cameras support the "Privacy Mode" Feature, which you can conveniently toggle with the tap of a button. Simply open the Tapo app, find and select your camera, then tap "Privacy Mode". This will disengage all monitoring and recording on the camera until you re-enable it by tapping "Exit Privacy Mode".
