It is not needed; however, such a phone CAN be the source of the number being ported. (The Alcatel phones have built-in SIMs - this is whether they are used by Safelink Wireless or Tracfone - my own phone number originally came from a Safelink Wireless Alcatel phone - which I ported to Tracfone last year.)
